The volume, Virginia Beach Police Department UFO Sighting Reports, offers a unique and one-of-a-kind historical record of law enforcement and citizenry involvement with the enigmatic phenomenon of Unidentified Flying Objects in the coastal resort city. In 1975, Dr. J. Allen Hynek, the founder of the Center for UFO Studies (CUFOS) and former consultant to Project Blue Book, wrote an article for the FBI Law Enforcement Bulletin, entitled "The UFO Mystery," which outlined a UFO reporting system called the UFO Central Hotline. The hotline was established for police and sheriff's departments in the United States to call in credible UFO sightings that they received from citizens. This allowed for a pre-screening of the reports by law enforcement agencies and ensured prompt attention was paid to the most valuable cases by investigators. In 1976, the Virginia Beach Police Department officially adopted the CUFOS UFO Central reporting system. In 2004, a Freedom of Information Act request made by Cameron Pack to the Virginia Beach Police Department (VBPD) led to the public release of a file of UFO sighting report forms. The file contained over 70 different sighting reports which had been called in by residents to the Virginia Beach Emergency Communications Center since 1976. Every report was handwritten by the dispatcher who received the call. This volume includes copies of the original VBPD UFO sighting report forms, as well as a complete transcription of the reports. It also includes the article, "The UFO Mystery," along with several other pertinent documents.
